NIPER subcommittee may recommend discount to SME sector
on consultancy fees
Joseph Alexander, New Delhi
A sub-committee of the National Institute of Pharmaceutical Education and Research (NIPER) on medium and small scale industries may recommend certain key measures such as discount on facilities, projects and consultancies provided by the institute to the sector.
The first meeting of the three-member committee was held here recently and the draft of the report is likely to be ready in two weeks. The panel, set up by the NIPER to work out special provisions for SME with respect to providing consultancy, has its director Prof P Rama Rao, former director Dr C L Kaul and member of the board of governors Mr Lalit Kumar Jain as members.
The suggestions before the panel included extending upto 70 per cent discount on facilities and projects and reimbursement of the same from development commissioner or other funding agencies as subsidy, sources said.
The panel may also recommend visit of NIPER faculty in the region to understand the ground realities faced by the small and medium pharma units in technical matters and to improve the fate of the sector by extending useful assistance.
Another important idea, mulled by the committee, is to recommend setting up a model small scale pharma formulation unit meeting the stringent norms of EU as a demonstration unit in the campus. The unit can also be used to train the regulatory staff of the Government and those from the SME industry. It can also be leased to SME units for conducting trial lots for technical improvement. The panel meeting also discussed opening up the existing bulk drug unit also for the SME sector.
The panel may also look into the idea of designating a senior faculty member as a co-ordination officer for SME sector and inviting speakers from the sector at the seminars and workshops for interactive sessions.
Online technical support service for the development of drugs, validation caliberation of instruments, impurities at subsidised cost, modelling of capacity building programmes in line with the current requirements of the SME sector were also among the suggestions before the panel which hoped to submit the report at the earliest.
